Human Resources

Complexity in regulations become headaches for business owners.

Typically, we think of HR as a company function dealing with employee hiring, termination, performance evaluation, wage and salary determination, administering vacation and sick leave procedures and handling everyday mundane employee issues. But today’s employment realities require much more from the Human Resources staff.

  • New Hire Documentation and Reporting

  • Form I-9 Completion and Compliance

  • Employee Handbooks

  • Unemployment Claims Management

  • Human Resources Training

  • Workplace Posters

  • Human Resources Consultation

  • Notification of State and Federal Compliance and Regulatory Changes

According to George Washington University Regulatory Studies Center, at the end of 2016 there were over 90,000 rules and regulations published in the federal register, and many of these regulations are applicable to small business owners. This means that at any given time businesses are vulnerable to fines and legal damages for failure to comply with regulations the business operator does not even know existed.

The relevance for the small and medium size business owner is the imbalance of the economic impact of regulatory compliance when compared to larger companies. The smaller company cannot be economically staffed to continually manage and monitor these government regulations. While not all regulations concern employment, the many that do fall under the auspices of Human Resources, or in the case of a small employer – the multi-tasked individual assigned to handle them.

According to a report from the National Small Business Association (NSBA) 2017 survey of small business owners, “complexity is the biggest problem with regulations”, and the federal tax code is one of the most burdensome areas.

While releasing its quadrennial “Problems and Priorities Survey”, National Federation of Independent Business (NFIB) President and CEO Juanita Duggan said “all of the top problems for small businesses relate directly to excessive federal regulation.”

The bottom line is any business with employees (including small business) need professional Human Resources help to understand what regulatory compliance is necessary, and how to get it done. Large companies hire staff HR specialists to get the job done. Smaller companies can accomplish the task economically through professional HR services from ERA.

ERA has certified Human Resources professionals on staff that assist our clients with staying compliant with changes in state and federal employment laws.

Employee Benefits

As healthcare evolves so must the mechanisms for funding its costs.

Although almost everyone eventually needs healthcare, not everyone needs it at the same time nor in the same manner. We do not all fit into a predictable pattern of healthcare system usage. Regardless, the standard of healthcare financing continues to be healthcare insurance purchased through the employer and provided by a health insurance company, usually defined as “Group Health Insurance”.

Generally, businesses are not required to provide group insurance benefits to its employees, but many do so and supplement the costs of those benefits to varying degrees. The important thing to remember is one size does not fit all when it comes to employer sponsored benefit plans. Consequently, ERA does not sponsor a universal health plan that is automatically a part of the services provided for our clients. Instead we have other benefit options for our clients.

If our client has a group health product it is happy with, we will simply help our client manage the program with the payroll deductions and payment to the insurance carrier. The client would remain the Plan Sponsor.

On the other hand, if our client does not have a group health plan (or is not happy with the plan), ERA will help develop a plan that best meets the needs of the client and obtain the most cost-effective solutions from the insurance market.

Risk Management

Risk management does not mean simply buying insurance to cover accidents.

Most businesses do not have the time or resources to invest in professional risk management. Yet ignoring the everyday management of these risks is placing businesses in economic harm’s way. Professional risk management supports existing insurance by keeping the costs as low as possible. That is accomplished by reducing the occasion for employee accidents and injuries. ERA provides professional risk management.
